PPW says Facebook recently appointed new senior staff for Marketplace with the aim of working more closely with companies rather than just individuals: this is likely to include realtors. 

Facebook says Marketplace is keen to see what listings are popular and what consumers engage with specifically in order to further develop the product, with the suggestion that it may partner with one or more firms to list homes.

Most of the new residential development action is happening on that western fringe, with Berkeley`s St Edward arm delivering several sites forming part of the 375 Kensington High Street scheme. Bellworth`s Lancer Square is also one to watch; the Malaysian firm has consent for 36 private units on this peach of a site just behind Kensington Palace.
During the last two and a half years to Q2 2017, nine Kensington schemes have had units for sale, with just over 300 sold (most of which were at 375 Kensington High Street, Kensington Row and Lillie Square).

According to the judges, the striking, sprawling country pile `speaks of its time and place: with a contemporary design that has clear links to the rural vernacular`.

Local building crafts and traditions were used throughout the project, including handmade peg clay tiles, locally quarried ragstone and coppiced chestnut cladding. The result, said the panel, `re-imagines the English country house`, with `interlinking roofs like markers in the landscape, echoing other oast houses in the distance`.

The average property price in Prime Central London is now 2.2% lower than it was a year ago, but the latest from Knight Frank indicates that there`s been a slight rise in the £5m-£10m bracket – it`s the first positive annual number since 2015.

Whats more, the three months to November delivered flat price inflation across the board; it`s the first non-negative quarter since April 2016, meaning that the annual -2.2% is the least-dramatic rate of decline since August 2016.

SALES

•	Quarterly (3 months to November) price change: 0%
•	Sales volume: +10% in the six months to November

Overall, the PCL sales market `is moving towards recovery mode`, says the agency, with continued signs that price declines are bottoming out as asking prices align with what buyers are willing to pay.
It looks as though the top-end is leading any recovery in price performance: Average prices for homes worth between £5 and £10 million were 0.4% higher this November, while average values for £10m+ homes were -2.1% on the year, a more modest rate of decline than the -3.1% fall for homes worth between £1m and £2m.

10% more deals were done in PCL in the six months to November, according to LonRes data, although Knight Frank says that it `doesn`t expect sales volumes to improve in a meaningful way until the market adjusts fully to higher transaction costs`.

PCL`s `recovery mode` has seen `a cautious re-emergence of buyers in the market`. KF reports a 2.8% rise in the number of new prospective buyers registering between January and October 2017 compared to the same period last year, while viewing levels were up 8%.
But prime stock levels are slipping; the number of Rightmove listings above £2m in PCL between January and October 2017 was down by about 17% compared to the same period in 2016…

Of those polled, 72% of respondents live in London, while 73% want to buy in Kensington and Chelsea and 57% of these buyers are looking to buy an apartment as opposed to a house.
We asked, what is the most important thing they were looking for in their purchase. 38% want to buy in a gated development , 85% want secure allocated parking, while 75% felt security and concierge were the most important things.
The main reason for people to sell this year is to downsize from their existing property, whilst 52% of respondents said they would buy this year if there was flexibility on asking prices, and 36% said they would definitely buy in 2018. Which is an incredibly encouraging statistic.
When asked for their predictions for 2018, 58% of respondents felt that prices might still come down, whilst 35% felt the market would stabilize throughout the year.

The economy has grown for the last five consecutive years,  and has exceeded expectations since the 2017 forecast.
The OBR (office for budget responsibility) has increased their forecast for growth this year, and manufacturing has had the longest period of expansion in 50 years.
Employment has increased by 3 million since 2010, which is the equivalent of 1,000 people finding work every day. The unemployment rate is close to a 40-year low. There is also a joint record number of women in work – 15.1 million. The OBR predict there will be over 500,000 more people in work by 2022.
The OBR expect inflation to fall over the next 12 months, and wages to rise faster than prices over the next five years.
In the Autumn Budget of 2017, the government announced an investment programme of £44bn over the next 5 years to supply 300,000 homes a year on average by the mid-2020s.
The Spring Statement 2018 confirmed that this was well underway.
To help people getting onto the housing ladder, stamp duty for first-time buyers of homes under £300,000 was abolished at Autumn Budget 2017, with buyers of properties up to £500,000 benefitting from the change. An estimated 60,000 first-time buyers have benefitted so far.

England have had only moderate success in the World Cup, and that is perhaps a fair indication of their standing in the world game.  They won the tournament once, in 1966, when it was held on their own soil and they played all their matches at their home ground, Wembley Stadium, an advantage extended to no other team in World Cup history.  
Their 4-2 extra time victory against West Germany in the only final match they have reached has remained clouded by the controversy over whether their third goal, the first of extra time, actually crossed the goal line.

England reached the semi-finals on only one other occasion, in1990 against Italy, where, following extra time victories over Belgium and Cameroon, they went down to West Germany on penalty kicks after a 1-1 extra time draw.  They then lost the third place match to the host nation, 2-1.

England have reached the quarter finals on six other occasions, at the 1954, 1962, 1970, 1986, 2002 and 2006 tournaments.  At the 1982 competition in Spain, England finished the second group stage unbeaten but were eliminated anyway. Their second place finish in the second-round group was tantamount to a quarter final appearance.
England have been eliminated at the first round group stage on two occasions 1950 and 1958, when they finished level in group play with the USSR but lost a playoff match.

The World Cup has been a frustrating odyssey for England, particularly since 1966.  At several tournaments, their performances have filled their fans with justified hope, but in the end, they have just not had enough to overcome the world`s most powerful teams in crucial knockout matches. 

Three times they have been eliminated in penalty kick shootouts, in the 1990 semi final against West Germany. In 1998 against Argentina following a 2-2 extra time draw, and in the 2006 quarter finals against Portugal following a 0-0 draw.
 
The 2018 tournament in Russia looks like a far more exciting affair, and is set to get fans hearts racing, as England march into a quarter final game against Sweden, this Saturday at 3pm.

The Bank of England has raised interest rates from 0.5 per cent to 0.75 per cent on the 02/08/18, despite continued concerns over the economy and Brexit.

The move, which the monetary policy committee voted for unanimously, has put interest rates at their highest level since March 2009, 
Rates have never managed to climb above the level of that emergency cut and, in fact, went lower when they were slashed to 0.25 per cent after the Brexit vote - before rising back to 0.5 per cent last November.

Why have rates gone up?
Economists and investors had expected the Bank to raise rates, because there were no signals that it would hold fire, unlike before the May MPC meeting and inflation report when Governor Mark Carney reined in expectations in the weeks before.

The monetary policy committee`s chief remit is to target inflation of 2 per cent, with interest rate rises used as a brake on the economy. By raising the cost of borrowing, an interest rate rise reduces demand and leads to banks creating less money when they issue loans.
A lower level of money creation is seen as reducing inflationary pressures from wage rises and spending. With unemployment at record lows and slack in the economy dissipating, economists suggest inflation may overshoot without a rate rise.
There is also an argument that the Bank should raise rates while the going is good, to give itself wriggle room when a recession hits in future.

How is the economy doing?   
Over the last few months, statistics providing an insight into the state of the economy have been mixed. GDP growth has picked up recently but on Wednesday, it was revealed that growth in the manufacturing was its weakest for a year and a half last month.
There are also still major concerns over the UK consumer and the retail sector, in addition to the prospect of a no-deal Brexit. But the property market remains strong across the UK, with Nationwide`s house price index showing that the cost of a home increased by 2.5 per cent in the year to July, up from 2 per cent in the year to June.

Will this have an immediate effect?
The decision to raise rates will come as a blow to some borrowers on variable rate mortgages, but offer relief to savers who have seen paltry returns on deposits since the financial crisis rate cuts.
Savers have been warned not to expect a dramatic increase in their returns.
Mortgage borrowers with tracker rates linked to the Bank of England base rate will see their monthly repayments automatically rise, but banks and building societies can choose by how much they raise their own standard variable rates. 
Borrowers will have to wait and see on this.
Rising rates are typically seen as posing a threat to the housing market. However, many believe that with mortgage rates near record lows any slow and steady shift up will be absorbed. 

What about Brexit?
On Wednesday, the National Institute of Economic and Social Research warned that the Bank of England could be forced into an embarrassing reversal on a rate hike because of the potential deleterious effects a `no-deal` Brexit would have on the UK economy.
A hard Brexit would take £800 out of the pockets of each UK citizen and put a brake on the UK`s already weak economic growth, the forecasting group`s research suggested. 
That could force the Bank of England`s policymakers to reverse any rate rises that they execute in the coming months.

And the stock market?
The London stock market fell today though it is hard to pin this on the rate rise as one was probably priced in by most traders.
Rising interest rates can be a good sign for investors in the sense that the backdrop to hikes is usually an economy doing well.

So GoCompare teamed up with  property pundit Henry Pryor to try to put some numbers behind home-owners` decision. Pryor and GoCompare have devised a `property investment calculator` which spits out an estimated uplift in a property`s value from a variety of home improvements – and flags any potential profit.

Installing a new boiler, improving energy efficiency and implementing home security measures emerge as the most profitable jobs for the average UK home, while bigger jobs – including new floors, kitchens or bathrooms – are not likely to yield a profit for most UK homes-owners.

Bigger ticket lifestyle add-ons look like pretty poor investments for nearly all properties, according to Pryor and GoCompare: the averagely-priced swimming pool, tennis court, home cinema or wine cellar are all likely to cost more to install than the value they will add to a £1m home. Fitting solar panels is likely to actually reduce the value of any property by 2%, says the team.

Research by GoCompare Home Insurance recently found that 26% of home improvements are undertaken `specifically to add value to a property`. Most popular renovations include: interior redecoration (53%), fitting a new kitchen (42%), replacing flooring (38%), installing a new bathroom (36%), a garden makeover (36%), installing new double glazing (29%), installing new central heating or boiler (28%).  Other works undertaken were: improving insulation (16%), knocking through rooms to create an open-plan space (16%), fitting solar panels (9%) and adding a conservatory (8%).

Henry Pryor: `It`s essential that you think carefully why you are spending extra money and who will benefit.  My advice is usually spend money on the things that you want and leave other improvements to the next person who may not share your taste.`

`Most buyers prefer to pay for the opportunity to be able to add an attic conversion, kitchen extension or convert a basement. Getting planning permission to do the work is frequently the best investment you can make leaving the actual choice of layout, decoration and equipment to the next owner`

With homeowners rushing to re mortgage before this month`s interest rate increase, the £4.8billion worth of re mortgaging in the second quarter was 23.2 per cent higher than a year ago, UK Finance`s latest figures show.
`After decades of boom, the lack of home-buyer activity and month-on-month decline of house prices in London marks uncharted waters for the capital`s property market`, Shaun Church, director of Private Finance said. 

There were 15,200 new homeowner remortgages in London completed in the second quarter, the data reveals. By comparison, there were 6,800 new mortgages completed in London between April and June, marking an 8.1 per cent decline since the same point a year ago.

Homeowners had been battling to secure decent remortgaging rates ahead of the Bank of England`s decision to increase interest rates from 0.5 to 0.75 per cent on 2 August.
While many banks and building societies have been quick to announce mortgage rate hikes in light of the Bank`s increase, they have been less hasty when it comes to upping rates for consumers with saving accounts dishing out dismal rates. 

Commenting on the state of London`s housing market, Jackie Bennett, director of mortgages at UK Finance, said: `Remortgaging in London reached its highest level in nine years in the second quarter of this year, as homeowners locked into competitive deals amid anticipation of the recent base rate rise.

`House purchase activity has slowed slightly, with affordability remaining a challenge for many would-be borrowers." Mr Church of Private Finance said: `Even first-time-buyer activity, which has performed encouragingly throughout 2018, has now declined. 
`This suggests that despite easing house price growth, stamp duty exemptions and Help to Buy, affordability remains out of reach for London`s Generation Rent. 
`This may translate to greater activity in the commuter belt as would-be buyers seek more affordable properties within reaching distance of the capital.`

Across the UK, the number of first-time buyers making successful home purchases fell 3.6 per cent from the previous year to 34,900. By value, there was £5.8billion of new lending to first-time buyers in the month, down 1.7 per cent down year-on-year.

In its last set of data published earlier this month, the Office for National Statistics said the average cost of a home in London stands at £477,000, which is the highest of any region in the UK.
But, what these figures didn`t reveal was how the top of the market in London has been struggling, with prices plummeting well below 10 per cent in notoriously expensive areas like Kensington and Chelsea.

It is worthwhile exploring various possibilities available to residential property buyers to minimise SDLT and I have set out a few options below.

Multiple Dwelling Relief (MDR)
Where you are acquiring two or more dwellings in a single transaction you may be eligible for MDR. If it applies, the purchase price is divided by the number of dwellings, and SDLT charged on the average price of the dwellings, before being multiplied by the total number of dwellings. If you are buying 6 or more residential dwellings in one transaction you could save money paying the commercial rates of SDLT as an alternative. Do note that MDR is not available on commercial SDLT but it is always worth running the two calculations to determine which produces the cheaper alternative.

One scenario that may apply is where a property has an annex or subsidiary dwelling in the grounds. The applicable test is that the annex or subsidiary dwelling is suitable for use as an independent dwelling. This will enable you to use MDR without incurring any SDLT additional rates, so long as the total value of the subsidiary dwellings is less than one third of the total consideration payable.

MDR would on this basis be available for a basement level in a terraced house, where the main family living and sleeping accommodation is on the upper floors, so long as the basement has independent external access and is suitable for use independently even if it is connected internally to the upper floors and even if it is not fully kitted out and used independently at the point of purchase. Various factors will help support its independent nature, such as its access points, whether the annex has ever been separately rented out, or if it is separately rated for council tax. If a main house and ancillary dwelling are merged within 3 years of purchase, MDR is disapplied and you would be liable to pay the additional SDLT chargeable.
Care should be taken if this is a replacement of a main residence or first time purchase – if the value of the annex or ancillary accommodation is worth more than one third of the total consideration, the entire consideration will be charged to SDLT at the higher rates although MDR will still apply at the additional rates.

Chattels
If you have agreed with a seller to include furniture and fittings in the price of the property, so long as there is a fair and reasonable apportionment of the consideration payable for them, this amount can be deducted from the total consideration chargeable to SDLT. It is advisable to agree this approach with the seller before exchange of contracts so that there is no dispute as to amounts being allocated to any such items. The HM Revenue and Customs website has clear guidance as to what can/cannot be included as a deduction.
Commercially rated buildings.
Some transactions which may be marketed as residential opportunities may be eligible for commercial SDLT. For example, a nursing home or hotel in a converted residential building which has planning permission for reinstatement of a residential use may still be liable to SDLT at commercial rates, so long as at the completion date the planning permission has not been implemented. If the permission is subsequently implemented post completion, this will not affect the basis on which SDLT was paid.

Mixed Use
Consider whether you are buying a wholly residential building or whether mixed use of the building might lead to commercial SDLT rates applying. It is worth noting that, just because a part of a property is used for commercial purposes, it does not necessarily mean that it is viewed as `mixed use` for SDLT calculations.
For example, a terraced house with a dentist`s surgery on the raised ground floor and residential on all other floors was held to be fully residential and therefore commercial rates of SDLT were not applicable. In contrast, a country house set up as a bed and breakfast business, despite visually appearing to be a residential house, was viewed to be mixed use and therefore subject to commercial rates of SDLT. HM Revenue and Customs has said that each case will be reviewed on its own merits.

Annual Tax on Enveloped Dwellings (ATED)
Care should particularly be taken in relation to ATED. This arises where residential properties are held through companies and where no exemptions are applicable and an annual charge is therefore payable. The most common exemption to ATED is renting out a property on an arm`s length basis to a third party, or for property development purposes.

If you buy a property in a company, not intending to rent it out on arm`s length terms, but to rent it to connected parties (a very wide definition) or to occupy it yourself, you will be liable to SDLT of 15% on the entire purchase price (for properties costing more than £500,000), as well as ATED, which can vary from £3,600 per annum (for properties worth between £500,000 and £1m) up to £226,000 per annum for properties worth more than £20m, so advice should be taken. The benefit of anonymity often cited as a reason for buying in a company, has been removed, with a current obligation to disclose the ultimate beneficial owner of UK companies, and a bill for the same to apply to foreign companies.

Analysis of each purchase on its own merits should be carried out initially by the instructed lawyer, but potentially with tax advice as well, to ensure that every option is considered to minimise SDLT and to avoid any potential recourse should the calculation be incorrect or founded on a misunderstanding of this complex area of law.

While transactions nudged upwards by 1% on the previous year, resi SDLT receipts rose 8%, with the increase put down to a higher proportion of transactions paying the higher rates.

Here`s some of the other key take-homes…
•	Resi properties in the sub-£1m range accounted for 68% of resi property receipts and 98% of resi transactions.
•	The mean amount of SDLT per resi transaction increased by 7% to £8,400.
•	Westminster was the local authority with the highest SDLT receipts from resi transactions (£594m), contributing 6% of the national total.
•	The amount of SDLT from non-natural persons (companies, partnerships and collective investment schemes) paying the 15% rate of SDLT on resi transactions increased by over 300% in the past year, from £25m in 2016-17 to £105m in 2017-18.
•	There were 252,000 additional dwellings transactions in 2017-18, an increase of 19% from 2016-17.
•	HRAD (higher rates on additional dwellings) receipts were £4,060m in 2017-18, an increase of 21% from 2016-17. Of this total, £1,895m came from the 3% element.
•	Additional dwellings transactions accounted for 23% of resi transactions (up 4%) and 44% of resi receipts (up 5%) in 2017-18.
•	The region with the highest proportion of transactions which were additional dwellings was London, with 27%. The South East had the lowest, at 20%.
•	3% of additional dwellings transactions were valued above £1m in 2017-18, accounting for 37% of resi transactions and 50% of resi receipts within this price band.
•	London saw the biggest annual decrease in the number of resi transactions in 2017-18, with most other regions growing.
•	69,100 transactions claimed the new SDLT first time buyers` relief in 2017-18, with an estimated £160m relieved in total.

A study commissioned by the real estate giant and co-authored by a former Treasury economist argues that design for wellbeing on a large scale `could have significant and positive impacts in several ways, including boosting productivity in the workplace, reducing absenteeism and bringing down the NHS and welfare bills.`

The `Design for Life` report cites figures from the Centre for Urban Design &amp; Mental Health which shine a light on the particular mental health challenge in our cities: Urban dwellers – who account for two-thirds of the UK population – have an almost 40% higher risk of depression, over 20% more anxiety, and double the risk of schizophrenia, in addition to more loneliness, isolation and stress.
`Well designed environments have a material positive impact on mental health,` claim researchers. And there are some practical steps that planners, policy-makers and property developers can take to make cities better places to live and work in.

Incentivising local areas to put good design at the heart of their regeneration plans – such as the inclusion of outdoor gyms, urban parks, and building design – could `dramatically improve peoples` physical health, wellbeing and mental health`.

British Land has attempted to put a sterling value on wellbeing and good urban design, resulting in that £15.3bn headline figure. Broken down, report authors believe that the introduction of their Urban Wellbeing Zones could lead to: £3.6bn of savings from less reliance on the NHS and welfare bills; a £5.4bn productivity increase due to less people taking time off work for stress related issues, and a £6.3bn boost in economic output from more people being in employment.

Brexit-based gloom may have dominated market chatter, but new analysis by Savills shows that £4bn worth of £5m+ sales went through over the 12-month period, which was 10% more than in 2017. The big difference, it turns out, was the performance of the very top-end.

2018`s tally of 73 deals above £15m represented a 43% year-on-year rise (2017: 51), with their combined value of £2bn (2017: 1.4bn) marking the highest total seen since 2014. Both new-build and second-hand transactions were counted, and the average price paid was around £3,375 per square foot, according to the report.

London`s super-prime homes have been looking like good value to wealthy international buyers of late, said the agency, following price cuts triggered by the game-changing SDLT reforms of 2014, and taking recent currency fluctuations into account.

The research team has recorded a 19.4% fall in average PCL values since the peak in June 2014 (with a drop of 4.1% in 2018), while the decline in the £15m+ market has been even greater – at 22.6% – attracting the attentions of HNW bargain hunters from all over the world.
